● Developing nations accuse the rich of repeatedly failing to keep promises of more aid. Few developed countries live up to a target agreed by the U.N. General Assembly in 1970 to give 0.7 percent of their gross domestic product in development aid. Other plans, such as the Agenda 21 environmental development plan agreed in 1992, have fallen short.

● Most rich nations are promising cuts in greenhouse gas emissions well short of the 25-40 percent below 1990 levels by 2020, which are needed to avoid the worst of climate change. Overall cuts promised by developed nations total between 11 and 15 percent. Best offers by countries including Japan, the European Union, Australia and Norway would reach the range.

● More than 90 percent of the growth in emissions between now and 2030 is set to come from developing nations -- with almost 50 percent from China alone, U.S. climate envoy Todd Stern said this week. For international banks and multinational corporations, housing costs are a concern only when the opportunity to make money begins to dry up. And this situation is not happening in Hong Kong as the local economy, riding the boom on the mainland, is rapidly expanding.

It is within this context that the government takes the lead to revise its immigration policy, which calls for, among other things, the establishment of a one-stop service center to process all applications under various migrant schemes. This means that an applicant will in future need to submit only one form for processing. Other changes to the policy include the removing of the age restrictions and lowering of experience requirements. It is an all too familiar story. A natural disaster strikes in a remote part of the world, causing destruction and suffering. Villages are flattened and people are forced into camps. The earth’s crust (地殼) is made up of layers of rock called plates. As these plates move, they sometimes crash against each other, causing the crust to quake. In cities such as Tokyo, where small quakes happen quite often, many modern buildings are designed to be flexible so when the earth moves, they move with it.

Earthquakes can also break up gas or oil pipes. This can cause fires to break out, which can do as much damage as the earthquake itself.

Another effect of the earthquakes is tsunamis (海嘯). These are huge waves created by earthquakes beneath the sea. They can be many meters high and cause great damage to costal towns and cities.
